PSYCHEDELIC PHOTO EFFECT IN ADOBE PHOTOSHOP

First of all, you're going to open the image you wish to use. In this tutorial I'm using Saga of Alice Nine.
Then hold ctrl + U and this window should pop up.

To play around with the color, you're going to drag the Hue notch. Different colors should shift as you drag. If you want to play around with brightness and dullness, experiment with the Saturation notch.
Below are examples of the different levels of Hue's there are. Although don't be afraid to go in between.

I chose to go with the version with +100 Hue.
On top of that, you're going to create a new layer and fill it in with a color. I choose a pale blue (#297A94).
If you want, you can add a texture to the otherwise solid color, but for this one, I'm not going to.

Next, set your color layer to Lighten.
You can make this brighter or duller depending on the color you have on top of it. Since mine was a pale blue, it was bound to be duller. Just use vibrant colors to have a colorful piece.
And this is your result!
